Why Do the Austria and Latvia Flags Look Similar?

Both flags feature a red-white-red horizontal triband pattern. Austria's is one of the oldest national flag designs in the world (dating to 1230), while Latvia's was readopted in 1990 after regaining independence from the Soviet Union.
